On October 1, 1949, the People's Republic of China was founded, marking the period in which China began to enter a new democratic society from a semi-feudal semi-colonial society and to build a socialist society, and marking the development of China's civil aviation into a new historical phase. On November 2, the Political Bureau Conference of the CPC Central Committee decided to set up the Civil Aviation Bureau under the People's Revolutionary Military Committee, led by the Air Force Command.
