On November 20, 2000, the EU’s 15 defense ministers met in Brussels and agreed to establish a rapid response force of 60,000 people in 2003. EU High Representative for Foreign and Security Affairs Sorana pointed out at the meeting that the EU “has taken a valuable first step to establish an independent defence force, but this is only the first step”. This move demonstrates the EU defence ministers’ determination to establish this crisis response force on time. He also said that the decision on the future EU military will add a “critical” new component to the EU’s ability to deal with crises.
