On November 20, 2000, the EU¡¯s 15 defense ministers met in Brussels and agreed to establish a rapid response force of 60,000 people in 2003. EU High Representative for Foreign and Security Affairs Sorana pointed out at the meeting that the EU ¡°has taken a valuable first step to establish an independent defence force, but this is only the first step¡±. This move demonstrates the EU defence ministers¡¯ determination to establish this crisis response force on time. He also said that the decision on the future EU military will add a ¡°critical¡± new component to the EU¡¯s ability to deal with crises. Sorana said that the EU¡¯s increased crisis handling capacity will lead to the EU¡¯s main objective of achieving ¡°peace, stability and protection of human rights.¡±
