Pyeongchang was born in 1936, after graduating from the University of Business and Technology in Tokyo. He served as Chief Tax Officer of Yokohama and Chongqing House in China on June 12, 1980 (April 30, 1980). After the war, he served as Chief Finance Officer, Chief Secretary and Chief Executive Officer of the Tibetan Ministry in 1972 to visit China, to the normalization of Japanese-China trade. In January 1952, he was elected as a member of the National Assembly. In 1957 he served as the Freedom Democratic Party’s general office. In July 1960 to 1974, he served as Chief Democratic Officer of the Chinese Cabinet.
