Only by tapping their comparative advantages on a global scale can large enterprises and enterprise groups grasp the development situation, find the right development path and take the initiative in international competition. He pointed out that in order to adapt to the severe situation of increasingly fierce competition in domestic and foreign markets, Chinese enterprises, especially large state-owned enterprises and enterprise groups, must integrate into the tide of economic globalization, face challenges, and constantly enhance their product development capabilities, invention proprietary technology capabilities and management innovation capabilities. When talking about China's economic situation, Wu Bangguo said that in recent years, the uncertainties in the world economy have increased. Facing these new situations and problems, we have implemented the policy of expanding domestic demand, implemented a proactive fiscal policy and a prudent monetary policy, overcome the adverse effects of the Asian financial crisis and the world economic downturn, and maintained the sustained, rapid and healthy development of the national economy. From 1997 to 2001, GDP grew at an average annual rate of 7.8%. The level of enterprise technology and equipment has leapt to a higher level, enterprise management has been further improved, and enterprise scientific and technological development capabilities, market competitiveness and risk resistance capabilities have been continuously enhanced. The appearance of large and medium-sized state-owned industrial enterprises has undergone tremendous changes. In 2000, compared with 1997, the profits of state-owned enterprises quadrupled in three years, reaching the best level in history. In 2001, although the profits of the world's top 500 companies dropped by 50%, they still remained at the highest level in history in 2000. In the first nine months of this year, the industrial added value of state-owned enterprises increased by 10.8% compared with the same period of last year, and the overall benefits improved month by month. The realized profits are expected to reach or exceed last year's level this year, and the development momentum is good. Wu Bangguo said that nearly a year after China joined the WTO, the Chinese government and enterprises have done a lot of work in complying with WTO rules and fulfilling the responsibilities and obligations of WTO members, creating the necessary market and legal environment for Chinese and foreign enterprises to participate in equal competition. He pointed out that practice has fully shown that China's accession to the WTO has not only injected new vitality into China's economic development, but also brought unprecedented opportunities for foreign businessmen to enter the Chinese market. China's accession to the WTO is beneficial to China and the world, achieving a win-win situation. Wu Bangguo said that we are about to usher in the successful convening of the 16th National Congress of the Communist Party of China. This is a very important meeting held by the Communist Party of China (CPC) in the new century and new situation. The 16th National Congress of the Communist Party of China will mobilize and deploy comprehensively to implement the third strategic goal, build a well-off society in an all-round way, and accelerate China's socialist modernization. This will undoubtedly have a positive and far-reaching impact on China's reform, opening up and modernization. China's economy is in a stage of rapid growth. Chen Jinhua, vice chairman of the National Committee of the Chinese People's Political Consultative Conference and president of the China Enterprise Confederation, gave a speech on "Entrepreneurs Should Take Social Responsibility in Change and Development" at the meeting, which was welcomed by the delegates. He pointed out that putting people first and taking social responsibility is the character of the times that enterprises and entrepreneurs in the 21st century must possess.
