On July 2, 1914, the British representatives attending the Simmara Conference notified the Chinese representatives of the following day of the signing. The British representatives repeated the previous threat: “If not signed, China will lose all rights in Tibet, or similar documents, the Chinese government can not recognize.” On July 3, the British representatives could only sign the Simmara Treaty with the “Tibetan representatives” on their own. The treaty was basically the same as the “suspension proposal” put forward by the British representatives on March 11, “as long as the British government could not say that China’s promise to be a Chinese signature, or a similar document, could not be recognized by the Chinese government.” On June 6, the Chinese government was difficult to comment on the British Ambassador’s Book of Duchy in Washington, and through the Chinese Embassy in Wales
