In February 1945, representatives of trade unions of more than 40 countries, such as the United States, the United States, the United Kingdom and China, withdrew from the organization in response to the ¡°Marshall Plan¡± and set up the ¡°International Free Trade Union Federation¡± in London, preparing for the World Trade Union Congress.
