In February 1945, representatives of trade unions of more than 40 countries, such as the United States, the United States, the United Kingdom and China, withdrew from the organization in response to the “Marshall Plan” and set up the “International Free Trade Union Federation” in London, preparing for the World Trade Union Congress. From September 25 to October 3, 1946, the first Congress was held in Paris, and the 16th meeting of the Council of the Organization was officially announced on October 3, 1949, when the secretaries of trade unions of the United States and the United Kingdom took an unlawful decision to deprive the representatives of Chinese trade unions of the right to attend the meeting, after which the National Trade Union and the Supreme Organ of the World Communications ceased to be in contact with the International Trade Union Federation.
