132 years ago today, on December 19th, 1893 (November 12th, 1893 in the lunar calendar), Li Hongzhang, the leader of the Westernization Movement of the Qing Dynasty, opened a medical hall in Tianjin. The earliest public medical hall in China is Beiyang Medical Hall, also known as Tianjin Military Medical Academy. Its predecessor was the medical hall founded by Zhili Governor Li Hongzhang in Beiyang Medical Bureau in 1881. The museum employs Ma Genji, a doctor from the London Mission Society in England, as a doctor, and enrolls students in two categories: A and B. A school system lasts for 4 years and B school system lasts for 3 years. This is the beginning of western medicine education in China. In December, 1893, Li Hongzhang appointed French military doctor Meni to establish Beiyang Medical Hall on the basis of the original "Medical Museum", and attached Beiyang Hospital, which specializes in training military medical talents. The location is Hai Avenue in the French Concession (now next to No.17 Middle School). This is an old-style Chinese residential building, donated by Zhu Qizhao, General Office of Tianjin Investment Promotion Bureau. Both the school and hospital are yamen-style ancient buildings, with tall gatehouses and black paint gates, and a horizontal plaque hanging on each, namely "Beiyang Medical Hall" and "Beiyang Hospital", both of which were written by Li Hongzhang. There are more than 180 houses, and 78 houses were added later. After the completion of the school, Qu Guiting, a medical bachelor who graduated from Edinburgh Medical College in England and a Cantonese, was appointed as the supervisor. At the beginning of its establishment, all previous enrollment was limited to Guangdong province, and the living and accommodation of the admitted students were provided by the school free of charge. Famous local scholars in Tianjin protested against the recruitment of students from only one province in Guangdong, and won the ratio quota, so that local scholars could be recruited. In 1910, the teaching staff of the school consisted of 3 Chinese doctors and 2 foreign doctors. At this time, the school was renamed "Beiyang Naval Medical Hall" and was directly under the jurisdiction of the Ministry of the Navy, specializing in training naval doctors. In October, 1912, the Ministry of Education promulgated the Order of Specialized Schools. Beiyang Naval Medical College was renamed Zhili Medical College in 1913, and Jing Hengxian was appointed as the principal. In 1914, a new building and autopsy room were built, and the hospital's outpatient visits were about 400 to 500 per day. In the early years of the Republic of China, the school recruited students from the whole country every two or three years, with a maximum of 30 students each time. The entrance examination was quite strict. Freshmen are admitted from Guangdong, Zhejiang, Jiangsu, Fujian, Zhili and other places in addition to the local area. In September, 1915, Zhili Province re-established an independent Zhili public medical college in Baoding by using part of the funds and school buildings of Zhili Higher Normal School, which stopped enrolling students. In October of the same year, the original campus site in Tianjin was brought under the jurisdiction of the Admiralty and changed to "Naval Medical School", with funds supplied by the Admiralty. There are preparatory courses and undergraduate courses in the campus, with 1 year for preparatory courses and 4 years for undergraduate courses. From the opening of the school to March, 1930, 219 students graduated from 16 classes. The graduates of this school have made many achievements in the medical field. There are Dr. Qu, who is the medical officer of President Xu Shichang, Dr. Tang, who is a school-level medical officer in the Medical Administration Department of the Navy Department, Cai Hong, who is the director of the Ministry of Health, and Jing Shaoxin, who is the section chief, teachers who stay in school to teach and practice medicine, and many famous local doctors who have opened their own business, such as Zhang Zhongxin, founder of China Hospital. The school was closed in 1930 due to insufficient funds, and the affiliated hospital remained closed until 1933.
