On November 9, 1988, Taiwan's "Mainland Work Conference of the Executive Yuan" met and discussed and decided to allow mainland compatriots to visit Taiwan for medical visits and funerals. It was also decided at the meeting that any "non-governmental" international organization that holds academic, sports, and cultural activities in the mainland and Taiwan is a member unit can be selected by relevant groups to participate. However, if Taiwan does not have membership qualifications and applies as an individual or group to participate in academic conferences or cultural and sports activities in the mainland, it will still be handled on a "case-by-case basis." In terms of allowing mainland compatriots to visit Taiwan for illness and funerals, the Taiwan authorities have stipulated that "Communist Party members are not allowed to enter Taiwan." On the 14th, Taiwan's "Entry and Exit Administration" issued the first batch of "Taiwan Travel Permits" for four mainland compatriots to visit Taiwan for funerals and medical visits.
