On this day, 71 years ago, June 20, 1954 (May 20, 1954, the lunar calendar), China revoked the merger of several provinces and regions. On June 20, 1954, the "Decision of the Central People's Government on the Abolition of Regional Administrative Agencies and the Merging of Certain Provinces and Cities" was promulgated. This "Decision" was adopted at the 32nd meeting of the Central People's Government Committee on June 19. The decision pointed out that the construction of the national planned economy requires further strengthening the centralized and unified leadership of the central government. In order for the central government to directly lead provinces and cities so that they can more effectively understand the situation below, reduce organizational levels, increase work efficiency, overcome bureaucracy, in order to save cadres from strengthening the central government and supplying factories, mines and enterprises, and appropriately strengthen the leadership of provinces and cities, it is entirely necessary and timely to abolish administrative agencies at the regional level. In terms of steps, instead of taking the method of abolishing six regional institutions at one time, we can adopt a method of abolishing them one by one. For different departments, depending on their different nature, they can be cancelled one by one in accordance with the principle of easy first and difficult then simple first. To this end, it is decided: 1. The organizational systems of the two provinces of Liaoning and Western Liaoning were abolished and merged into Liaoning Province. 2¡£The organizational system of Songjiang Province was abolished and merged with Heilongjiang Province to form Heilongjiang Province. 3¡£Ningxia Province was abolished and merged with Gansu Province to form Gansu Province. 4¡£Eleven municipalities directly under the central government, including Shenyang, Lvda, Anshan, Fushun, Benxi, Harbin, Changchun, Wuhan, Guangzhou, Xi'an and Chongqing, have all been converted into provincial cities. Shenyang, Lvda, Anshan, Fushun and Benxi were merged into the organizational system of Liaoning Province; Harbin City was merged into the organizational system of Heilongjiang Province; Changchun City was merged into the organizational system of Jilin Province; Wuhan City was merged into the organizational system of Hubei Province; Guangzhou City was merged into the organizational system of Guangdong Province; Xi'an City was merged into the organizational system of Shaanxi Province; and Chongqing City was merged into the organizational system of Sichuan Province.
