102 years ago today, November 28, 1923 (October 21, 1923 in the lunar calendar), the Communist International made a resolution on the "China Question." On November 28, 1923, the Presidium of the Executive Committee of the Communist International passed the "Resolution on the Issues of China's National Liberation Movement and the Kuomintang." This resolution elaborated on the view of interpreting the Three People's Principles in the spirit of democratic revolution. The resolution held that the meaning of nationalism in the Three People's Principles should be "relying on the vast number of domestic farmers, workers, intellectuals and industrialists to fight against world imperialism and its followers and strive for China's independence.""We must eliminate both the oppression of foreign imperialism and the oppression of our own warlord system." The Kuomintang should also promote "the principle that all ethnic groups in China are equal." The meaning of civil rights should be that "only those elements and organizations that truly support the anti-imperialist struggle program can enjoy these rights and freedoms extensively, and those elements and organizations that help foreign imperialism or its running dogs (China warlords) in China must not be allowed to enjoy these freedoms." The meaning of people's livelihood should be "nationalizing foreign factories, enterprises, banks, railways and waterway transportation","distributing land directly to workers who cultivate this land, and eliminating the system of large land owners and many small and medium-sized land owners who do not engage in farming." The interpretation of nationalism, civil rights and people's livelihood in the resolution became the basic principles of the Declaration of the First National Congress of the Kuomintang of China.
