On the evening of May 27, 1941, President Roosevelt warned the country: "There is an emergency of great severity for the nation, almost as close as a declaration of war is imminent." Under his formal declaration, the President and Congress had the power to expropriate material, human and industrial services to ensure national defense and provide the weapons that Great Britain needed. "Providing supplies to the UK is absolutely necessary." He said,"This is something that can and must be done, and it needs to start right away. He said that "the United States did not hesitate to use force to repel German attacks" and protect the tranquility of territorial waters. He said Hitler's ambition was to control the high seas in order to attack the Western world and then dominate the world. President Roosevelt also warned that Germany was sinking merchant ships at twice the speed of Britain and the United States replenishing ships from shipyards.
