On this day, 84 years ago, on September 29, 1941 (August 9, 1941 in the lunar calendar), the leaders of the Soviet Union, the United States, and Britain held the Moscow Conference. From September 29 to October 1, 1941, the American delegation led by Harriman, the British delegation led by Beaverbrook and the Soviet delegation led by Molotov held a ministerial meeting of the three countries in Moscow to discuss how to effectively assist the Soviet Union in fighting. The meeting signed a Protocol on Supply to the Soviet Union on October 1, stipulating that from October 1941 to June 1942, the United States and Britain would provide the Soviet Union with 400 aircraft (100 bombers and 300 fighter jets), 500 tanks and other weapons and military supplies every month; the Soviet Union provided military raw materials to the United States and Britain; the United States and Britain also undertook the obligation to assist in transporting weapons and military supplies supplied to the Soviet Union. On November 7, Roosevelt announced that the Lend-Lease Act would apply to the Soviet Union and provided the Soviet Union with a $1 billion interest-free loan. The protocol signed by the conference failed to meet all of the Soviet Union's requirements, but the assistance remained a major support for the Soviet Union. The meeting also failed to resolve major strategic issues related to coordinated operations among allies, especially the issue of opening up a second battlefield in Western Europe, but played a positive role in promoting the establishment of an anti-fascist alliance and promoting wartime cooperation among the Soviet Union, the United States, and Britain.
