On this day, 31 years ago, May 23, 1994 (April 13, 1994 in the lunar calendar), the World Conference on Disaster Reduction adopted an action plan. On May 23, 1994, the World Conference on Disaster Reduction opened (closed on May 27). Representatives from government agencies from about 130 countries and more than 2000 disaster prevention experts attended the meeting. The "United Nations World Decade for Disaster Reduction (Yokohama) Conference" called on countries to strengthen cooperation and jointly deal with natural disasters that endanger human lives and property. The Yokohama Statement and Action Plan for Disaster Reduction adopted on the 27th pointed out that the world has entered an era of increasing interdependence, and countries should take action against natural disasters under a new partnership to build a safer environment for the common interests of mankind. The statement said that countries should further strengthen regional and international cooperation through technology transfer and information exchange. In particular, developed countries should provide free and timely technology and relevant data on disaster prevention and reduction to developing countries. The statement also emphasized the need for countries to protect the natural environment and help find effective means to reduce the impact of disasters. The "Disaster Reduction Action Plan" adopted at this meeting stipulates the tasks and plans for the remaining five years of the "Decade of Disaster Reduction". It also stipulates that each country has a sovereign responsibility to protect its citizens from natural disasters, and that the international community should give priority to providing cooperation in disaster prevention and reduction in developing countries, including the least developed countries, landlocked countries and small island developing States.
