On this day, 37 years ago, on October 27, 1988 (September 17, 1988, the Latin American Group of Eight Summit adopted the Uruguay Declaration. From October 27 to 29, 1988, the Latin American Group of Eight Summit was held in Punta del Este (Uruguay). The meeting was attended by the presidents of Argentina, Brazil, Colombia, Mexico, Peru, Uruguay and Venezuela. Panama was suspended due to domestic political reasons and was unable to attend the meeting. The meeting adopted the Uruguay Declaration, emphasizing that the group's goals are "peace, security, development and democracy." The declaration pointed out that the serious debt crisis is threatening the stability and social and economic development of the Latin American region. The meeting required creditor countries and debtor countries to "share responsibilities", regard the debt problem as a political issue, and seek a solution through negotiations. The meeting decided to hold a G8 finance ministers meeting in Rio de Janeiro at the end of this year to find ways to reduce the external debt burden and increase development funds. The declaration said that in order to achieve its goals, the meeting decided to take the following actions: engage in political dialogue with industrialized countries; strengthen regional organizations; Promote Latin American integration; peacefully resolve conflicts in Central America; fight drug trafficking; expand international trade and oppose protectionism; seek financial resources to promote national development and solve external debt problems; Protect the environment.
