On May 22, 1930, the Central Committee of the Communist Party of China issued Circular No. 78,"Strategic Line for Anti-Imperialism," pointing out that China is the focus of all contradictions of imperialism and the weakest link in the chain of imperialist rule. Therefore,"China's revolution may break out first, shake the world, cause the outbreak of revolutionary movements around the world, and overthrow the entire imperialist rule." Party organizations at all levels are required to further strengthen the anti-imperialist struggle in the struggle to win the first victory in one or more provinces. It was also decided to convene a meeting of the National Anti-Imperialist League at the end of August this year to form a National Anti-Imperialist League organization and formulate a national anti-imperialist program to promote the development of the anti-imperialist struggle.
