On this day, 72 years ago, on August 28, 1953 (July 19, 1953, the national campaign to increase production and save was launched. On August 28, 1953, the Central Committee of the Communist Party of China issued an emergency notice "On Increasing Production, Increasing Income, Implementing Strict Economy, Tightening Expenditure, and Balancing the National Budget." The notice pointed out that since the balance that had been used as bank credit from the previous year was included as this year's income when the fiscal budget was formulated at the beginning of the year, and at the same time, the balance between revenue and expenditure was exceeded, resulting in a deficit of 2.15 billion yuan. Coupled with the poor completion of the industrial production plan in the first half of the year, agricultural production was affected and production was reduced, and the profits of state-owned enterprises did not complete the plan, making the financial difficulties even more serious. In order to correct the mistakes in fiscal work in the first half of the year and solve the problem of fiscal deficit, the Ministry of Finance proposed to the central government on the 27th specific measures to balance fiscal affairs: (1) Increase fiscal revenue. The bank added 200 million yuan in profits and allocated 600 million yuan of the 800 million yuan in currency issued by banks in the second half of the year for financial payments. (2) Reduce expenditures by 2.05 billion yuan. The Central Committee of the Communist Party of China agreed and approved the report on the 28th, and issued urgent instructions calling on the whole party and the people of the country to increase income by increasing production, expanding acquisitions and sales, accelerating capital turnover, and doing a good job in taxation; practicing strict conservation, resolutely reduce military, economic, cultural and educational, and administrative appropriations for all undertakings that can be reduced or postponed, streamline military and political institutions, save administrative expenses, and save food, and resolutely ensure the realization of the specific plan proposed by the Ministry of Finance to solve the deficit. After the Central Committee of the Communist Party of China issued the order, a mass campaign to increase production and save economy was launched across the country.
