On this basis, after careful consultations, the two sides have initially drawn up the basic framework for the cross-Strait hijackers repatriation agreement, and the specific wording will still be negotiated. The basic framework of the cross-Strait hijacker repatriation agreement roughly includes the scope of application, repatriation principles, coercive measures, repatriation requirements, repatriation methods and handover. It is understood that this agreement applies to the crime of people on both sides of the Taiwan Strait hijacking civil aircraft from one side of the Taiwan Strait and flying it to the other side by violence, coercion or other methods; in principle, repatriation uses Matsu and Mawei as the shipping handover locations, and it may be agreed to use Kinmen and Xiamen as the handover locations based on actual needs; and so on.
