On October 12, 1954, the Chinese and Soviet governments signed the Joint Communique on Transferring Soviet Shares in Joint-stock Companies to the People's Republic of China, the Joint Communique on Scientific and Technological Cooperation Agreement, and the Communique on the Construction of Lanzhou-Urumqi-Almaty Railway and Organizing Intermodal Transport, and the Joint Communique on the Construction of Jining-Ulaanbaatar Railway and Organizing Intermodal Transport. The communique stipulates that from 1950 to 1951, the Sino-Soviet company jointly established to mine non-ferrous and rare metals in Xinjiang Province, the company to mine and refine oil in Xinjiang Province, the company to repair and build ships in Dalian, and the company to organize and operate civil aviation routes will be completely handed over to the People's Republic of China from January 1, 1955.
