On this day, 35 years ago, on October 29, 1990 (September 12, 1990 in the lunar calendar), the Second World Climate Conference adopted the Ministerial Declaration. From October 29 to November 7, 1990, the Second World Climate Conference was held in Geneva. This World Climate Conference was jointly organized by the World Meteorological Organization, the United Nations Environment Program, UNESCO, the Food and Agriculture Organization of the United Nations and the International Scientific Union Committee. More than 700 scientists from 120 countries attended the first phase of the science and technology conference. The meeting adopted a Ministerial Declaration calling on governments to take immediate measures to protect the global climate. This climate conference will be held in two stages: a scientific and technological conference and a ministerial conference. The ministerial meeting was attended by environmental ministers and senior government officials from 137 countries. The declaration pointed out that since the Industrial Revolution, massive human production activities have led to the continuous accumulation of greenhouse gases. The rate of global warming in the next century will be unprecedented, and human survival and development will be seriously threatened. The declaration pointed out that controlling greenhouse gas emissions such as carbon dioxide and protecting the global climate are the common responsibilities of all countries. However, Western industrial countries, which are the main sources of greenhouse gas emissions, have a special responsibility in particular. They must take the lead and commit to action to reduce their share of global net greenhouse gas emissions. At the same time, Western industrial countries must also carry out and strengthen cooperation with developing countries, provide adequate additional funds to developing countries, and transfer environmentally friendly technologies on fair and most favorable terms to improve the energy use efficiency of developing countries and reduce their carbon dioxide emissions. The Declaration hopes that developing countries will, within feasible limits, take appropriate actions to contribute to protecting the global environment while taking into account the external debt burden and their own economic conditions. The Declaration finally emphasizes the need to strengthen research on issues such as climate, climate change and sea level rise, improve understanding of climate warming and its impact, and enhance human ability to predict climate and climate change and formulate sound response strategies. Zou Jingmeng, chairman of the conference, executive chairman of the World Meteorological Organization and director of the National Meteorological Administration of China, called it a "successful conference" after the conference.
