On June 1, 1933, the Provisional Central Government of the Soviet Republic of China issued the Instruction on the Field Inspection Movement. It was stated that "the land problem has not been completely solved in the Soviet areas." "The peasant masses in these places have not yet been mobilized on the widest scale, and there are still quite a few class dissidents operating in secret in Soviet power, in mass organizations and in the local armed forces, and quite a few secret counter-revolutionary organizations operating everywhere to undermine the revolution." Therefore, a universal and in-depth "farmland inspection movement" should be carried out. Resolutely implement the class line of "taking the working class in rural areas as the leadership, relying on the poor peasants, firmly uniting with the middle peasants, and resolutely attacking the feudal and semi-feudal forces", and "thoroughly check out all landlords and rich peasants who pretend to call themselves 'middle peasants' and 'poor peasant'." The Central Bureau of the Soviet Area of the Communist Party of China issued the "Resolution on the Field Inspection Movement." The Tiancha Movement immediately launched in the Central Soviet Area. This land inspection movement was carried out under the direct leadership of Mao Zedong, who presided over a series of conferences. Based on his long-term rich experience in leading the Agrarian Revolution and the correct opinions of the broad masses of cadres and the masses, he clarified the policies and methods, stipulating that "the land inspection movement is a class inspection, not a field inspection by acre." In order to guide the correct development of the land inspection movement, Mao Zedong wrote two documents,"How to Analyze Rural Classes" and "Decision on Some Issues in the Land Struggle", in accordance with the scientific method of class analysis.
