On this day, 31 years ago, on December 8, 1994 (November 6, 1994, the lunar calendar), a major fire broke out in Karamay, Xinjiang. On the afternoon of December 8, 1994, the "Two Basics"(basically popularizing nine-year compulsory education and basically eliminating illiteracy among young and middle-aged people) evaluation and acceptance team of the Education Commission of Xinjiang Uygur Autonomous Region went to Karamay City to inspect the work. The Education Commission of Xinjiang Uygur Autonomous Region organized primary and secondary school students to hold a report performance for the acceptance team at the Friendship Museum. According to investigation, the Friendship Museum where the fire broke out seriously violated fire safety management regulations. There were many fire hazards in the museum. In September 1994, during a collective event, the museum had a fire danger. Due to timely rescue, fortunately, it did not lead to disaster. However, all this has never attracted the attention of the person in charge of the museum and the leaders of the Trade Union and Culture and Art Center of the Xinjiang Petroleum Administration Bureau, the unit in charge, and no effective measures have been taken to eliminate fire hazards in a timely manner. The museum's leaders also dispatched the only two electricians in the museum. During the performance, people without an electrician's operating certificate were on duty instead of the electricians. On the day of the performance, only one door leading to the outside of the theater was opened, and the staff on duty in the museum left their posts without permission and failed to open the safe passage in time. As the organizers and organizers of this event, individual leaders in charge of the Education and Training Center of the Karamay City Education Commission and the Education and Training Center of the Xinjiang Petroleum Administration Bureau did not consider and inspect safety issues in advance, and did not promptly and effectively command the evacuation of people inside the site after the fire broke out. This was a serious dereliction of duty. Relevant leaders of the "two-foundation" evaluation and acceptance team of Karamay City, Xinjiang Petroleum Administration Bureau and the Autonomous Region Education Commission also bear unshirkable leadership responsibility for the fire. Those directly responsible for the accident were Tang Jian, Deputy Director of the Croatia Municipal Education Commission, Kuang Li, Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Commission of the Croatia Municipal Education Commission, Sun Yong, Director of the Trade Union Culture and Art Center of the Xinjiang Petroleum Administration Bureau, Zhao Zhongzheng, Instructor, Abulaiti Kader, Deputy Director of the Friendship Museum, Zhu Minglong, Chief of the General Education Section of the Croatia Municipal Education Commission, and Zhao Zheng, Deputy Chief of the Friendship Museum, have been dismissed from administrative positions, expelled from the party, and arrested in accordance with the law; Cai Zhaofeng, Director and Instructor of the Friendship Museum, and Chen Huijun, a duty officer of the Friendship Museum, have been detained on criminal charges; Liu Zhuying and Nusrati, staff members on duty at the Friendship Hall, have been detained for review; Fang Tianlu, deputy director of the Xinjiang Petroleum Administration Bureau, has been removed from his administrative position, expelled from the party, and transferred to the judicial authorities for further review; Yue Lin, vice chairman of the Kashmiri Federation of Trade Unions and vice chairman of the Xinjiang Petroleum Administration Bureau Trade Union, has also been transferred to the judicial authorities for further review, and relevant departments have recommended that the trade union remove him from his position as vice chairman.
