On September 16, 1961, the central government issued the "Regulations on the Work of State-owned Industrial Enterprises (Draft)"(the "Seventy Articles of Industry") to all regions and departments for discussion and trial implementation in order to overcome the three-year "Great Leap Forward" and the chaos in China's enterprises put all work of the enterprise on the right track. The main contents of the document are as follows: 1. It puts forward specific requirements for strengthening plan management. It is emphasized that the state implements "five determinations" for enterprises (determining product plans and production scale, determining personnel and institutions, determining consumption quotas and supply sources of main raw materials, materials, fuels, and tools, determining fixed assets and working capital, and determining collaborative relationships); Enterprises implement "five guarantees" for the state (ensuring that the variety, quality, and quantity of products do not exceed the total wage, ensuring that cost plans are completed, and ensuring that profits are turned over are completed, and ensuring the service life of major equipment). 2. Clear guidelines have been set for establishing various responsibility systems. Emphasis is placed on the establishment of various responsibility systems for production, technology, finance, etc., and leaders and production workers at all levels have a clear division of labor and each assumes its own responsibilities. 3.
