On December 13, 2001 (October 29, 2001 in the lunar calendar), the United States announced its withdrawal from the Anti-Ballistic Missile Treaty. On December 13, 2001, U.S. President Bush officially announced in the Rose Garden of the White House that the United States would withdraw from the Anti-Ballistic Missile Treaty signed with the former Soviet Union in 1972. This move will have a profound impact on strategic relations between major powers, the international arms control and disarmament system, and international security. Since taking office at the beginning of the year, the Bush administration has continuously emphasized that the ABM Treaty is a legacy of the Cold War and that the United States must transcend the ABM Treaty and seek to legalize the development and deployment of a missile defense system. To this end, since May, the United States has launched a missile defense diplomatic offensive and tried its best to persuade Russia to withdraw from the ABM Treaty with the United States. Although Russia loosened its stance and intended to amend the ABM Treaty with the United States, the United States still chose to withdraw from the Treaty, and its unilateralism policy reached a new height on the issue of withdrawing from the ABM Treaty. Over the past 30 years, the ABM Treaty has made significant contributions to ensuring world strategic stability and is also one of the important foundations of international arms control and disarmament agreements. After the United States announced its withdrawal from the Anti-Ballistic Missile Treaty, maintaining the stability of the international arms control and disarmament system, rebuilding strategic cooperation among major powers, and preventing the world from falling into the nightmare of an arms race again have become major challenges facing the international community.
