On June 10, 2005 (May 4, 2005 in the lunar calendar), 105 students were killed by mountain torrents and mudslides in Shalan Town, Heilongjiang Province. On the afternoon of June 10, 2005, Shalan Town, Ning 'an City, Mudanjiang Prefecture, Heilongjiang Province suffered the worst flash floods and mudslides in a century, killing 105 students who were in class at Shalan Town Central Primary School. At about 2:30 pm on June 10, heavy rain suddenly fell in Ning 'an City, Heilongjiang Province, instantly forming a flood peak and triggering mudslides. The highest peak water level reached about 2 meters. The one most affected was Shalan Town Central Primary School. At that time, 351 students were in class. When the flood peak was approaching, school leaders and teachers immediately organized students to take refuge in high places and insist on fighting the flood. After the disaster occurred, the local party committee and government made every effort to organize the search and rescue of injured students and the masses. A total of more than 1000 troops and soldiers, more than 400 government officials and 17 experts from Harbin Medical University were organized to participate in the rescue. Chen Zhili listened to the report of the provincial party committee and the provincial government on the disaster situation and disaster relief work, fully affirmed it, and put forward four requirements for the next step of work. First, we must continue to make every effort to search and rescue missing students and treat injured students and the masses; second, we must arrange the lives of the victims and maintain social stability in the disaster area; third, we must properly appease the families of the victims; fourth, we must do a good job in post-disaster reconstruction and production self-rescue, and strive for schools to resume classes as soon as possible. In accordance with Premier Wen Jiabao's instructions, the Ministry of Education has issued an urgent notice to the whole country, requiring further strengthening school safety work across the country, putting forward clear requirements for preventing floods and mudslides, carrying out safety inspections of dilapidated school buildings, and strengthening student safety education, so as to promptly eliminate various safety hazards.
