On December 22, 2014, according to Xinhuanet, Vice Chairman of the 12th National Committee of the China People's Political Consultative Conference and Minister of the United Front Work Department of the CPC Central Committee ordered him to be suspected of serious violations of discipline and accepted organizational investigation. On July 20, 2015, a meeting of the Political Bureau of the CPC Central Committee reviewed and approved the "Review Report on Cases of Serious Violation of Discipline" of the Central Commission for Discipline Inspection of the Communist Party of China, and decided to expel Ling Jihua from the Party and remove him from public office, and transfer his suspected criminal issues and clues to judicial organs to handle them in accordance with the law.

After investigation, the plan seriously violated the party's political disciplines, political rules, organizational disciplines, and confidentiality disciplines; used his position to seek benefits for many people, and accepted huge bribes himself or through his family members; violated disciplines and laws to obtain a large number of core secrets of the party and the state; Serious violations of the rules of integrity and self-discipline, he and his wife accepted money and goods from others to seek benefits for his wife's business activities; committed adultery with many women and conducted power and sex transactions; and had important responsibilities for relatives to use the influence of their positions to accumulate wealth and profit. During the investigation, other suspected criminal clues of Ling Plan were also found. Ling planning's behavior completely deviates from the nature and purpose of the party, seriously violates party discipline, greatly damages the image of the party, and has extremely bad social impact. According to the "Regulations on Disciplinary Punishment of the Communist Party of China" and referring to the relevant provisions of the "Regulations on Punishment of Civil Servants in Administrative Organs", it is decided to grant Ling planning the punishment of being expelled from the party and dismissed from public office, and will transfer the suspected crimes and clues of the plan to judicial organs for handling in accordance with the law.

On October 29, 2015, the Fifth Plenary Session of the 18th Central Committee of the Communist Party of China reviewed and approved the review report of the Central Commission for Discipline Inspection of the Communist Party of China on Ling Jihua's serious violations of discipline, confirming the previous punishment given by the Political Bureau of the CPC Central Committee to expel him from the party.

On July 20, 2015, after review, the Supreme People's Procuratorate decided to order the former vice chairman of the National Committee of the Chinese People's Political Consultative Conference and former minister of the United Front Work Department of the CPC Central Committee to open an investigation and arrest them on suspicion of bribery. The investigation of the case is in progress in accordance with the law.
