In the fifty-fourth year of Qianlong, Yongyan, the son of Consort Ling, was granted the title of Prince Jia. In the Qing Dynasty, the heir to the throne was appointed through a secret system of establishing a crown prince. Qianlong established a crown prince twice in a row, but unfortunately the designated candidates all died early; it was not in his later years that he established a crown prince for the third time, and he was the fifteenth son of Yongyan. Emperor Qianlong ascended to the throne in the 60th year of Qianlong (1795). In the first four years, Emperor Qianlong still ruled the court in the name of Taishang Emperor; by the time Qianlong died in the fourth year of Jiaqing (1799), Yan Yan began to govern himself as Emperor Jiaqing, who was already 39 years old. Emperor Jiaqing did not have many significant political achievements during his term. During this period, peasant struggles such as the White Lotus Religion and Tianli Religion broke out, and social conflicts intensified. The flow of opium into China, the livelihood problems of the Eight Banners, the shortage of money and grain, and the problems of river transportation, made the Qing Dynasty increasingly difficult. The Qing Dynasty devoted all its military and financial strength to put down the rebellion.
