98 years ago today, June 27, 1927 (the 28th of the fifth lunar month), Japan formulated a general policy of aggression against China.

On June 27, 1927, the cabinet of Yoichi Tanaka in Japan held the so-called Eastern Conference to decide on the general policy of aggression against China.

In order to obstruct the reunification of China and safeguard Japan's colonial rights and interests in China, Japan sent troops to Shandong in May 1927 to create the Jinan Massacre. On June 27 of the same year, Prime Minister and Minister of Foreign Affairs Yoichi Tanaka convened and chaired a "meeting" in the Ministry of Foreign Affairs. The meeting was attended by senior officials and generals from the Ministry of Foreign Affairs, the Ministry of Army and Navy, the General Staff Headquarters, the Kwantung Army, as well as ministers and consuls general in China.

On July 7, the meeting formulated the "China Policy Program", declaring the use of force to safeguard Japan's interests and seeking to suppress anti-Japanese actions across China; emphasizing that "Manchuria and Mongolia"(i.e., Northeast China and Inner Mongolia) has a "major interest" in Japan's national defense and survival, and will take "appropriate measures" to ensure Japan's special interests in "Manchuria and Mongolia."

According to the disclosure of the China government at that time, Tanaka submitted a memorial to the Great Emperor after the meeting, advocating that "if you want to conquer China, you must first conquer Manchuria and Mongolia; if you want to conquer the world, you must first conquer China." Although the original version of the "Tanaka Memorial" has not yet been discovered, Japan caused the Huanggutun incident that killed Zhang Zuolin in in 1928, provoked the "September-18th" Incident in 1931, and then launched a full-scale war of aggression against China and other aggressive actions in 1937, all consistent with the plans and arrangements of the conference's "China Policy Program" or "Tanaka Memorial".

In 1928, Cai Zhikan, a native of Miaoli, Taiwan, announced the "memorial" of Japan's "Oriental Conference" to occupy China. For this reason, he was detained by the Japanese for a long time
