On this day, 34 years ago, October 23, 1991 (September 16, 1991 in the lunar calendar), the "Cambodia Peace Agreement" was signed. It embodies Cambodia's national sovereignty, independence and unity throughout the transitional period; the Supreme National Council of Cambodia represents Cambodia externally and occupies Cambodia's seat in the United Nations, its specialized agencies and other international institutions and international conferences. According to the agreement, the United Nations has great powers during the transition period. The United Nations authority controls Cambodia's foreign affairs, defense, finance, public security and propaganda departments. The agreement stipulates that the final ruling power lies with Sihanouk, Chairman of the Supreme National Council. If his recommendations are in line with the spirit of the peace agreement, then the United Nations authority should obey them. The agreement requires that any foreign armed forces, advisers, military personnel and their weapons and equipment still in Cambodia should immediately withdraw from Cambodia and not return. The agreement stipulates that the people of Cambodia have the right to determine their political future through a Constituent Assembly elected by free and fair elections. According to the Agreement on the Sovereignty, Independence, Territorial Integrity and Their Inviolability, Neutrality and National Unity of Cambodia, Cambodia must safeguard and defend its sovereignty, independence, territorial integrity and their inviolability, neutrality and national unity, and write permanent neutrality into the Constitution. The agreement stipulates that Cambodia shall not conclude any military alliances or sign other military agreements with other countries, must terminate treaties and agreements that are inconsistent with this, not use its own territory or the territory of other countries to invade other countries, and not allow the introduction or stationing of foreign armed forces into Cambodia in any way. The agreement calls on all countries to fully recognize the sovereignty and independence of Cambodia. The Declaration on the Restoration and Reconstruction of Cambodia points out that the reconstruction and planning of Cambodia are mainly responsible for the people of Cambodia and the government elected after the election. No outside world should attempt to impose a development strategy on Cambodia or prevent potential donors from contributing to the reconstruction of Cambodia. The declaration emphasized that the United Nations system will play an important role in the recovery and reconstruction of Cambodia. The "Final Document" briefly records the entire process and results of the Paris International Conference in Cambodia.
