On December 16, 1964, British Prime Minister Harold Wilson put forward British proposals in the House of Commons regarding the multilateral nuclear force plan that was currently in heated dispute within the North Atlantic Group. He proposed Britain's "Atlantic Nuclear Forces" proposal during the House of Commons debate on foreign affairs. He said: Britain's proposed nuclear force has four components: "British V-bombers, except for such aircraft required to fulfill obligations outside the North Atlantic Treaty Organization area";"a British Polaris submarine fleet";"American Polaris submarines at least as many as Britain's";"some kind of mixed-personnel or jointly owned force that non-nuclear states can also participate." In such a nuclear force,"the United States, Britain and France (if France participates) can exercise veto power," he said. Britain's plan was proposed at a time when the United States '"multilateral nuclear force" plan was frustrated and was forced to postpone it. The plan allowed Britain to maintain some kind of "independent nuclear force" with veto power over Atlantic nuclear forces and limited West Germany's role. This plan, like the US plan, will cause new quarrels within the North Atlantic Group. Harold Wilson publicly stated that the British government has "complete reservations" about the United States 'multilateral nuclear forces plan and has not made any commitments. On the issue of nuclear weapons, he said that the British and U.S. governments agreed on the need to "prevent the further proliferation of nuclear weapons" and welcomed "continued proposals on weapons monitoring and disarmament, particularly in the light of the recent (nuclear) explosion in China."
