When he was young, he went to study at Lianchi Academy in Baoding, but dropped out of school due to poverty. In 1884, he joined the Huai Army in Dagukou. The following year, he was admitted to Beiyang Military Academy. Graduated in 1890, he was detained as a teacher. In 1896, he was appointed by Yuan Shikai as deputy director of the newly built Army Supervision and Battalion Affairs Office and supervisor of the Suiying Battalion Infantry Hall, and soon he was promoted to the chief office of the Supervision and Battalion Affairs Office. In 1903, he was promoted to the rank of chief envoy of the Military Studies Department of the Beijing Training Office, and together with Wang Shizhen and Duan Qirui, he was called the "Three Heroes of the Northern Sea." When the Wuchang Uprising broke out in 1911, he led the army to Hubei to suppress the revolution. After capturing Hankou, the Qing government granted him a second-class baron. In 1913, he served as the governor of Jianghuai Yifu. He was ordered by Yuan Shikai to suppress the Second Revolution, captured Nanjing, and was promoted to the governor of Jiangsu. In 1915, Yuan Shikai proclaimed himself emperor and was granted the title of first-class duke. Yuan Shikai died in 1916 and became the leader of the direct warlord. He joined forces with Wang Zhanyuan, the governor of Hubei, and Li Chun, the governor of Jiangxi, to fight against the Anhui system, and were called the "Three Commanders of the Yangtze River". In October of the same year, he was elected Vice President. He became acting president on July 6, 1917. On October 7, 1918, he was coerced to step down by Duan Qirui. He returned to his hometown in Hejian in the spring of 1919. In October, he arrived in Beijing and died of illness in Feng Zhai, Maoer Hutong, Beijing on December 28.
