During the Republic of China, Tudeng Gyatso continued the modernization process in Xizang since the late Qing Dynasty, reformed the monastery system, improved currency, postal, telecommunications facilities, etc., strengthened local military forces in Xizang, and established a Tibetan Medical Hospital. In 1919, after consultation, Tudeng Gyatso expressed his willingness to obey the Republican government. In the 1920s, Tudeng Gyatso repeatedly quelled the rebellion of pro-British forces in Xizang, closed the aristocratic school run by the British in Gyangz, and refused entry to British representatives. In 1920, in order to establish the army, the 13th Dalai Lama appointed Yongsha Dorjee and Luosang Tanyang to be in charge of the army's finances. They imposed heavy taxes on Tashilhunpo Monastery, which aroused dissatisfaction among the 9th Panchen Lama and caused the Panchen Lama to flee to Inner Mongolia in China. In 1929, the Nanjing National Government sent Liu Manqing to Lhasa to discuss Tibetan affairs. Tudeng Gyatso expressed his support for the National Government and his willingness to restore the traditional relationship between the central government and Xizang.
