At 9 o'clock that night after the accident, Mo Zhuanglong, former deputy secretary of Nandan County Party Committee, called Wan Ruizhong, secretary of the county party committee, to report the accident and informed that more than 40 people had died. If the accident is reported and the higher authorities trace it down, they are afraid that the "old bottom" will be turned out. On the morning of June 5, 2002, the Intermediate People's Court of Nanning, Guangxi made a first-instance judgment on four defendants, including Wan Ruizhong, Tang Yusheng, Mo Zhuanglong and Wei Xueguang, in the series of cases of Nandan's "7.17" catastrophic flooding accident according to law. Wan Ruizhong, former secretary of Nandan County Party Committee, was sentenced to death; Tang Yusheng, the former county magistrate of Nandan, was sentenced to 29 years in prison and decided to execute it for 20 years; Mo Zhuanglong, former deputy secretary of Nandan County Party Committee, was sentenced to 11 years in prison and decided to execute it for 10 years; Wei Xueguang, former deputy magistrate of Nandan County, was sentenced to 14 years in prison and decided to execute it for 13 years. The former secretary of Hechi prefectural party committee, administrative commissioner and a deputy commissioner have been dismissed and are being examined by the discipline inspection and supervision organs. A vice chairman of Guangxi Zhuang Autonomous Region, who is in charge of the responsibility, has been given an administrative demerit, and more than 120 people involved in the case have been arrested and examined respectively.
