On this day, 94 years ago, December 10, 1931 (November 2, 1931, the League of Nations decided to organize an investigation team to China. The situation when the Executive Yuan of the League of Nations met to discuss the issue of Northeast China. On December 10, 1931, the Council of the League of Nations debated the issue of Japan's armed invasion of Northeast China for three months and made many resolutions. It neither dared to condemn Japan nor could it stop Japan from expanding its aggression. At the repeated requests of the Chinese representative, the Council of the League of Nations passed a resolution today to organize an investigation team to conduct on-the-spot investigation in Northeast China. The mission of the investigation team is limited to studying the background of the dispute between China and Japan and submitting a report to the League of Nations. It has no right to interfere in the military actions of the two countries or suggest direct negotiations between the two sides. In order to avoid legally forcing Japan to accept that the League of Nations has the power to resolve disputes between China and Japan, the provisions of the resolution also did not specify that the investigation team had the obligation or right to make recommendations to the League of Nations to resolve disputes between the two countries. At the beginning of 1932, the Lytton investigation team arrived in China and investigated various parts of Northeast China. It took eight to nine months and wrote a 200,000-word report. Although it condemned Japan, it also attempted to replace Japan's monopoly with international joint management of Northeast China. On February 14, 1933, the Assembly of the League of Nations adopted the investigation report. The next day, Japan invaded Jehol and immediately announced the launch of the League of Nations. Chiang Kai-shek's dream of international mediation failed.
