Workers with rich practical experience and poor, lower-middle farmers are not limited by age and education level. Attention should also be paid to recruiting educated young people who go to the countryside and return to their hometowns.

The enrollment method adopts a combination of recommendation from the masses, approval from leaders and review by schools. On October 15, the State Council sent a telegram to various places: The enrollment of colleges and universities in 1970 was carried out in accordance with the opinions put forward in the reports of Peking University and Tsinghua University approved by the central government. The first batch of workers, peasants and soldiers recruited across the country totaled more than 40,000.
