It is planned to start enrollment in the second half of this year. Specific regulations: The academic system is 2 to 3 years respectively, depending on the specific conditions of each major. Hold another one-year or so refresher class. For the content of study, there are "political courses based on Chairman Mao's works as the basic teaching material; business courses that combine teaching, scientific research and production; and military physical education courses with preparation for war."

Students in all subjects must participate in productive labor. The conditions for students are to select good political thoughts, healthy health, have more than 3 years of practical experience, are around 20 years old, and have workers with education levels equivalent to junior high school or above, poor and lower-middle farmers, PLA soldiers and young cadres. Workers with rich practical experience and poor, lower-middle farmers are not limited by age and education level. Attention should also be paid to recruiting educated young people who go to the countryside and return to their hometowns.

The enrollment method adopts a combination of recommendation from the masses, approval from leaders and review by schools. On October 15, the State Council sent a telegram to various places: The enrollment of colleges and universities in 1970 was carried out in accordance with the opinions put forward in the reports of Peking University and Tsinghua University approved by the central government. The first batch of workers, peasants and soldiers recruited across the country totaled more than 40,000.
