On December 12, 1998, the two-day Vienna Conference of European Union Heads of State concluded after adopting a document entitled "Chairman's Conclusions". The leaders attending the meeting unanimously agreed on the Vienna European Strategy. This strategy includes four aspects: promoting employment, economic growth and stability; improving safety and quality of life; Reform EU institutions and promote stability and prosperity in Europe and the world. Based on these four aspects, EU heads of state will issue a "Millennium Statement" at the Helsinki Conference to propose goals for future tasks. He said employment was the "central topic" of the Vienna Conference and the Vienna European Strategy placed employment policy "the highest priority."
