Graduated from Baoding Military Academy. He served as commander-in-chief of the 19th Route Army of the Kuomintang and commander of the Songhu Garrison. On January 28, 1932, the Japanese invading army invaded Shanghai and led its troops to resist. Later, he served as Chairman and Director of Pacification of the Fujian Province Government. In November 1933, he established the People's Revolutionary Government of the Republic of China in Fuzhou with Li Jiju, Chen Mingshu, Cai Tingkai and others. He served as economic commissioners. After failing, he went to Hong Kong. In 1935, the generals of the 19th Route Army sent a telegram to fight Chiang Kai-shek, advocating uniting with the Communist Party to resist Japan. After the victory of the Anti-Japanese War, he served as deputy commander of the Kuomintang's Seventh Theater Theater Area. In 1946, he participated in the organization of the China Kuomintang Association for the Promotion of Democracy. In 1949, he attended the first plenary session of the Consultative Conference of the People's Government of China. After the founding of the People's Republic of China, he served as Minister of Textile Industry, member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference, and member of the Central Committee of the Revolutionary Committee of the Kuomintang of China.
