Tito (right) welcomes Khrushchev (left) and Bulganin in Belgrade On May 26, 1955, a government delegation headed by Khrushchev, First Secretary of the Central Committee of the Communist Party of the Soviet Union, visited Yugoslavia. This is the first meeting between the heads of government of the two countries since the breakdown of relations between southern Jiangsu and Jiangsu in 1948. Upon arriving at Belgrade Airport, Khrushchev immediately shook hands with Yugoslav President Tito and urgently demanded reconciliation in the name of Lenin and "in the interest of the international workers 'movement." This historic shift in the Soviet Union's attitude towards the leaders of an independent Yugoslavia came seven years after the interruption of relations between the two communist states. Yugoslavia was expelled from the communist camp in June 1948. At a summit attended by Soviet Prime Minister Nikolai Bulganin, Khrushchev pleaded for ideological cooperation. He also deeply apologized for "exacerbating the situation" in Yugoslavia in the past, and blamed everything on the fabrications of former Soviet Interior Minister Lavrenti-Beria, who was executed in 1953. At the time and after Khrushchev said these words, Tito stood silent and did not respond to the Soviet leader's words. On June 2, the two countries issued the "Belgrade Declaration", emphasizing that in their relations with each other and with other countries, they should respect each other's sovereignty, independence, territorial integrity, equality, peaceful coexistence, non-interference in each other's internal affairs, opposition to aggression and control other countries, and develop economic and cultural cooperation. Khrushchev originally wanted to directly restore the relations between the two parties in southern Jiangsu and Jiangsu through his personal visit and pull Yugoslavia back to the socialist camp. However, Tito insisted on his position of not being attached to any group. Therefore, the "Belgrade Declaration" only marks the restoration of normalization of relations between southern and Jiangsu. Subsequently, all countries in the socialist camp restored relations with Yugoslavia to varying degrees. At the same time, the relationship between the Communist Party of Yugoslavia and the Communist Party of socialist countries has gradually recovered. However, Yugoslavia has never returned to group politics and has adhered to its position of independence and not participating in any military bloc in terms of domestic and foreign policies. While restoring relations with the Soviet Union and other socialist countries, it stated that it would "not harm relations with the West."
