On this day, 27 years ago, September 11, 1998 (July 21, 1998 in the lunar calendar), Primakov became the new Prime Minister of Russia. Primakov (left) became Prime Minister of Russia. At 18:50 on September 11, 1998, the Russian State Duma approved Primakov as Prime Minister in Moscow by a vote of 317 in favor, 63 against, and 15 abstentions. Since the dissolution of the Kiriyenko government on August 23, President Yeltsin twice nominated Chernomyrdin as the candidate for prime minister, but was rejected by the State Duma both times. After the State Duma vetoed the presidential nomination for the second time on September 7, political tensions emerged in Russia. On September 10, after President Yeltsin nominated Acting Foreign Minister Primakov as the prime minister of the government, he was welcomed by a majority of members of the State Duma and political circles. Primakov was born on October 29, 1929 in Kiev, the capital of now Ukraine, and spent his childhood in Tbilisi, the capital of now Georgia. Primakov graduated from Oriental Academy in Moscow, then studied at Moscow University and received a doctorate in economics. He has been a university professor and an academician of the Russian Academy of Sciences, and is fluent in English, Arabic and Georgian. Before entering politics, he worked as a reporter, commentator and deputy editor-in-chief of Pravda. From 1970 to 1977, he served as deputy director of the Institute of World Economics and International Relations of the Academy of Sciences of the Soviet Union; from 1977 to 1985, he served as director of the Institute of Oriental Studies in Moscow; from 1985 to 1989, he served as director of the Institute of World Economics and International Relations of the Academy of Sciences of the Soviet Union; Director of the Russian Foreign Intelligence Service from 1991 to 1996; Minister of Foreign Affairs from 1996 to 1998.
