On this day, 26 years ago, on October 20, 1999 (September 12, 1999, the Tianwan Nuclear Power Station project in Jiangsu Province officially started. On the morning of October 20, 1999, Tianwan colorful flags flew in Gaogong Township, Lianyungang City, Jiangsu Province, and the singing was loud and clear. The groundbreaking ceremony of Jiangsu Tianwan Nuclear Power Station, the largest nuclear power plant in my country, was held here. So far, all four nuclear power projects during my country's Ninth Five-Year Plan period have started construction, and my country's nuclear power construction has entered a new stage of development. President Jiang Zemin and President Yeltsin sent letters of congratulations to each other on the start of the Tianwan Nuclear Power Station jointly built by China and Russia. Wu Bangguo, member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended today's groundbreaking ceremony. The construction scale of Tianwan Nuclear Power Station is four 1-million-kilowatt polar water reactor units, which will be constructed in two phases. The first phase of the project will build two Russian nuclear power units, which will be completed and put into operation in 2004 and 2005 respectively, with an annual power generation capacity of 14 billion kilowatt hours. The design of the nuclear power plant unit is completed after improvement. It can meet the requirements of current international nuclear safety and radiation safety standards, comply with my country's nuclear safety regulations and standards, and its safety design level has reached the international advanced level in some aspects. At the groundbreaking ceremony, the State Environmental Protection Administration issued a construction permit for the Tianwan Nuclear Power Plant to Jiangsu Nuclear Power Co., Ltd. At 11 a.m., Vice Premier Wu Bangguo activated the signal button of the concrete spreader. The long boom poured the first tank of concrete into the main building of Unit 1.
