On October 19, 2007 (September 9, 2007 in the lunar calendar), the integration process of ASEAN signing the ASEAN Charter accelerated. On November 20, 2007, leaders of the 10 ASEAN countries took a group photo before the opening of the summit. On the same day, the 13th ASEAN Summit opened in Singapore. On November 20, leaders of the ten ASEAN countries signed the ASEAN Charter at the 13th ASEAN Summit held in Singapore. For the first time, the Charter clearly wrote the strategic goals of establishing the ASEAN Community, and made clear provisions on the goals, principles, status and framework for ASEAN's development. This is the first document in the 40 years since the establishment of ASEAN that is universally legally binding on all member states and is a milestone in the ASEAN integration process. The Charter still needs to be ratified by all member states in accordance with their legal procedures and will enter into force 30 days after the last member state submits the ratification text.
