On June 15, 1962, the Secretariat of the Central Committee of the Communist Party of China held a meeting to discuss the issue of "contracting production to households". Deng Xiaoping believed that whatever form of production can be easier and faster to restore and develop agricultural production should be adopted; whatever form the masses are willing to adopt should be adopted, and it should be legalized if it is illegal. He quoted an Anhui folk proverb: "It doesn't matter whether a yellow cat or a black cat catches a mouse, it's a good cat. After 1961, the vast rural areas once again spontaneously rose to the practice of "contracted production to households." Anhui Provincial Committee of the Communist Party of China supports and guides this, and implements the system of "fixed production to the field and responsibility to the person". Deng Zihui, Chen Yun, Deng Xiaoping and other central leaders agreed with this practice. The famous "good cat theory" became famous for this, but it was later criticized in various movements as a pragmatic view without a line position.
