On July 1, the National Government was officially established and changed to a committee system. Wang Jingwei was elected as chairman Wang Jingwei, Hu Hanmin, Tan Yankai, Xu Chongzhi and Lin Sen as standing committee members. After the establishment of the National Government, on August 26, all troops in Guangdong, Guangxi, Hunan, Yunnan, Fujian and other places were changed into the National Revolutionary Army. The Whampoa Military Academy student army was the first army, and Zhou Enlai was appointed as Major General Director of the Political Department and Party Representative of the First Division. Each army modelled on the Whampoa Military Academy and the First Army and generally established party representatives and political departments. While the National Revolutionary Army launched its second Eastern Expedition, it also launched a southern expedition, defeating the army of warlord Deng Benyin, and defeated Gaozhou, Leizhou, Qinzhou, and Lianzhou in December. At this point, the province of Guangdong was unified and the political power was consolidated.
