Kosovo is a province of the Federal Republic of Serbia, with a population of 2 million, 90% of whom are Albania. The Albanians unilaterally established the "Republic of Kosovo" in 1991 and formed the "Kosovo Liberation Army" in the past two years, trying to achieve independence through violent means. Of course, the Federal Republic of Yugoslavia would not accept it. On February 28, 1998, a bloody clash broke out between Albanian militants and Serbian police. From then on, the conflict between the Arab and Serbian communities escalated and armed conflicts continued. The United States and other Western countries are also anxious. They believe that if the situation in Kosovo gets out of control, it will trigger a more terrible war in the Balkans than the War in Bosnia and Herzegovina, thus even threatening the security of the entire Europe. Therefore, Western countries intervened in the Kosovo crisis. On July 5, U.S. Special Envoy Holbrooke held talks with Kosovo Albanian political leader Rugova, indicating that the U.S. government adheres to Kosovo's proposition of restoring autonomy without independence. However, the Federal Republic of Yugoslavia did not stop in the face of NATO military threats. Instead, it stepped up armed strikes and encirclement and suppression. There are wars, there are refugees. By August, the number of refugees in Kosovo had reached more than 200,000, and Western countries were worried about triggering a wave of refugees. The Security Council once again demanded an immediate ceasefire between the two parties to the conflict in Kosovo, and NATO even threatened to use force against the Federal Republic of Yugoslavia. On October 11, forced by NATO military pressure, Yugoslav President Milosevic announced that he would fully implement relevant Security Council resolutions. The Federal Republic of Yugoslavia would withdraw its troops from Kosovo, supervised by the international community, and negotiate with Kosovo Albanians on autonomy issues as soon as possible. On October 27, NATO announced a moratorium on air attacks on Yugoslavia. Since February, armed conflicts between the Kosovo and Albanian communities have continued, attracting the attention of the international community and the intervention of some Western countries.
