On June 27, 1981 (the 26th of the fifth lunar month), the "Resolution on Certain Historical Issues of the Party since the Founding of the People's Republic of China" was passed.

From June 27 to 29, 1981, the Sixth Plenary Session of the Eleventh Central Committee of the Communist Party of China was held in Beijing. The meeting unanimously adopted the "Resolution on Certain Historical Issues of the Party since the Founding of the People's Republic of China."

The drafting of the "Resolution" was carried out under the leadership of the Political Bureau and the Secretariat of the CPC Central Committee and presided over by Deng Xiaoping and Hu Yaobang. It gathered the collective wisdom of the whole party. In his conversation with the drafting group, Deng Xiaoping put forward three basic requirements for the "Resolution" from the beginning: first, Mao Zedong's historical status and upholding and developing Mao Zedong Thought. This is the core one. Second, conduct a realistic analysis of major events in history since the founding of the People's Republic of China 30 years ago, including the merits and demerits of some central leaders, and make a fair evaluation. Third, make a basic summary of the past to unify the thinking of the whole party and guide everyone to unite and look forward.

The entire "Resolution" has more than 30,000 words and is divided into 8 parts, embodying the above guiding ideology. The "Resolution" made a correct summary of the Party's major historical events in the 32 years since the founding of the People's Republic of China, especially the "Cultural Revolution", scientifically analyzed the correctness and errors of the Party's guiding ideology in these events, and analyzed the subjective factors and social reasons that caused the errors; It evaluated Mao Zedong's historical position in the Chinese revolution realistically and pointed out that his achievements to the Chinese revolution far outweigh his mistakes, and his achievements came first, and his mistakes came second; It also scientifically summarizes the basic content of Mao Zedong Thought and fully discusses the great significance of Mao Zedong Thought as the guiding ideology of our party. The "Resolution" further points out the direction in which the socialist cause and the party's work continue to move forward.

The Sixth Plenary Session of the Eleventh Central Committee of the Communist Party of China unanimously agreed to Hua Guofeng's request to resign as Chairman of the CPC Central Committee and Chairman of the Central Military Commission; re-elected and co-opted the main leading members of the Central Committee: Hu Yaobang was Chairman of the CPC Central Committee, Zhao Ziyang and Hua Guofeng were Vice Chairmen, and Deng Xiaoping was Chairman of the Central Military Commission of the Communist Party of China. It was determined that the Standing Committee of the Political Bureau of the CPC Central Committee was composed of Hu Yaobang, Ye Jianying, Deng Xiaoping, Zhao Ziyang, Li Xiannian, Chen Yun and Hua Guofeng, and Xi Zhongxun was co-elected as Secretary of the Secretariat of the CPC Central Committee.
