The Association for Relations Across the Taiwan Strait and the Strait Exchange Foundation held substantive discussions on the issue of repatriation of hijackers. Regarding the issue of investigation and punishment, ARATS put forward a principled opinion, that is, when an aircraft of one party is hijacked to another party, the other party should transfer the offender to the party belonging to the civil aircraft for handling. The Strait Exchange Foundation believes that this opinion of the Association for Relations Across the Taiwan Strait is very constructive. ARATS is pleased with the consensus reached by the SEF on this issue. Regarding the issue of punishment, ARATS pointed out that the 29th meeting of the Standing Committee of the Seventh National People's Congress in December 1992 had made specific provisions on the sentencing and punishment of hijackers. After the hijackers are repatriated to the mainland, we will punish them based on facts and the law. ARATS believes that at present, the only document that the two sides of the Taiwan Strait can rely on is the "Kinmen Agreement", which stipulates that criminals and criminal suspects can be repatriated. Until there is a new agreement, repatriation should be carried out in accordance with the agreement, or specific arrangements should be made. Sun Yafu said that some substantive issues have been clarified. Of course, there are still some issues that cannot be solved for the time being, and we advocate that we can discuss them again. Xu Hui, deputy secretary-general of Taiwan's Straits Exchange Foundation, said,"We are welcome to talk about such issues at any time. This is an urgent issue."
