The Japanese pieced together a puppet regime in Northeast China

On October 1, 1931, under the active instigation of the Japanese, Zhang Haipeng, the garrison envoy of Taoliao in Jilin Province, declared "independence" and appointed himself as the commander of the puppet border security. On the 16th, Yu Zhishan, the garrison envoy of Dongbian Road in Liaoning Province, issued a declaration of "independence" and publicly surrendered to Japan. He established the puppet "Dongbian Road Autonomous Security Command" and appointed himself as commander-in-chief. On the 23rd, the Japanese Kwantung Army planned to organize the Puppet Northeast Transportation Committee to manage the transportation administration of the northeastern provinces. Ding Jianxiu and Jin Bidong served as the chairman and vice chairmen, and Manchurian Railway directors Nobichi Tokawa and Yoshiichi Murakami were appointed as advisers. The actual power of the committee is controlled by advisers, and its main purpose is to enable Japan to "peacefully occupy those Middle East, Tao 'ang, Ji' hai, Zike, Beinning, Taitang and other lines that have not been occupied militarily." On the 24th, Pu Wei, the former Prince of Qing Gong, was brought to Shenyang by the Japanese army from Dalian to help the Kwantung Army prepare for the puppet regime. On the 31st, Pu Wei took office as the chairman of the puppet four democratic organizations in Shenyang, declaring that "Manchu people govern Manchu and we will cooperate with the Japanese to the end."
