He was born on May 31, 1906 in Nanchong County, Sichuan Province to a declining landlord family. With the support of her grandfather, Luo Ruiqing went to school. Because it was late, the accompanying comrades had no time to buy platform tickets, so they led Luo Ruiqing directly to the ticket gate. He only said to the ticket inspector,"We are from the Ministry of Public Security, here to pick up guests," and entered the station. On the way back, Luo Ruiqing remembered the scene of picking up passengers at the station and suddenly asked: "Have you bought a platform ticket when you enter the station?" A comrade accompanying him shook his head. After sending the guests to the residence, Luo Ruiqing said to the accompanying comrade: "Now go to the station immediately and pay for the three platform tickets! You must know that there is an old saying in China: 'Do not commit an evil act just because it seems small, and do not neglect to do a good deed just because it seems small!' After the defeat of the Gang of Four, Luo Ruiqing was appointed as a member of the Standing Committee of the Central Military Commission and Secretary-General of the Military Commission. Although he was over seventy years old and had a disabled leg at that time, he still insisted on going deep into the army and inspecting national defense fortifications.
