On this day, 44 years ago, on September 30, 1981 (September 3, 1981 in the lunar calendar), the National People's Congress adopted the policy of Taiwan's return to the motherland and peaceful reunification. On September 30, 1981, Ye Jianying, Chairman of the Standing Committee of the National People's Congress, on behalf of the Communist Party of China, the Standing Committee of the National People's Congress, and the State Council, further clarified nine principles and policies on Taiwan's return to the motherland and the realization of peaceful reunification. The main points are: (1) It is recommended to hold equal negotiations between the Communist Party of China and the Kuomintang of China to implement the third cooperation and jointly complete the great cause of the reunification of the motherland. (2) It is recommended that both parties jointly provide convenience for postal, trade, aviation, family visits, tourism, academic, cultural and sports exchanges, and reach relevant agreements. (3) After the country is unified, Taiwan can serve as a special administrative region, enjoy a high degree of autonomy, and retain its military. The central government does not interfere in local affairs in Taiwan. (4) Taiwan's current social and economic systems, lifestyle, and economic and cultural relations with foreign countries remain unchanged. (5) The Taiwan authorities and representatives from all walks of life may hold leadership positions in national political institutions and participate in national management. (6) When Taiwan's local finances encounter difficulties, the central government may provide subsidies at its discretion. (7) People of all ethnic groups and people from all walks of life in Taiwan who are willing to settle in the mainland of the motherland shall ensure that they make proper arrangements, are not discriminated against, and come and go freely. (8) Welcome Taiwanese business people to return to the motherland to invest and ensure their legitimate rights and interests and profits. (9) Zhicheng welcomes people of all ethnic groups, people from all walks of life, and mass organizations in Taiwan to provide suggestions and discuss state affairs. After the nine principles were issued, leaders of the central party and government, celebrities from all walks of life and patriotic compatriots successively issued speeches expressing their support. Relevant agencies and groups have also proposed corresponding measures to provide generous reception to people from all walks of life in Taiwan when they return.
