On June 8, the Central Committee of the Communist Party of China issued the "Instructions on Organizing Forces to Prepare to Counterattack the Rightists." The People's Daily also published "Why?" Editorial. All provinces and municipal agencies, colleges and universities, and party newspapers at all levels are required to actively prepare to counter the attacks of rightists. In the summer of 1958, the anti-rightist struggle basically ended. During the anti-rightist movement, employees of the Ministry of Communications criticized Minister Zhang Bojun and Xu Zhucheng, president and editor-in-chief of Wenhui Newspaper, for criticizing him.
