Fifty-four years ago today, on August 7, 1971 (June 17, 1971), the Chinese government declared its opposition to the convening of a conference of nuclear powers. On June 15, 1971, the Soviet government submitted a statement to the Chinese government proposing to "convene a conference of the five nuclear-armed powers - the Soviet Union, the United States, China, France and the United Kingdom" to "study the entire issue of nuclear disarmament." In this regard, the Chinese government stated that a few nuclear powers have no right to set aside the majority of countries in the world and hold a meeting to study and decide such a major issue without authorization. China will never agree to participate in the so-called nuclear disarmament conference of the nuclear powers behind the backs of non-nuclear countries. The statement reiterated China's position on the issue of nuclear weapons, and pointed out that the Chinese government has always advocated that a world summit should be held to discuss the complete prohibition and thorough destruction of nuclear weapons, and as a first step, an agreement on the non-use of nuclear weapons should be reached. The Chinese government believes that in order to achieve the complete prohibition and thorough destruction of nuclear weapons, the United States and the Soviet Union, which possess a large number of nuclear weapons, should issue a statement separately or jointly, publicly undertaking the obligation to ensure that at any time and under any circumstances, they will not be the first to use nuclear weapons and dismantle all nuclear bases installed on the territory of other countries. Whether this can be done is a test of whether there is any desire for nuclear disarmament.
